The August issue of Peter Suber’s SPARC Open Access newsletter was released yesterday. Along with its usual roundup of open access news of the past month, the issue features an in-depth look at FRPAA (the Federal Research Public Access Act), which Senators Joe Lieberman (I-CT) and John Cornyn (R-TX) re-introduced in June.
FRPAA would require all federal agencies to develop policies similar to the NIH open access requirement and, as Suber says, it would “mandate OA for more research literature than any other policy ever adopted…changing the default for the way we disseminate new scientific work, especially publicly-funded work.” If you don’t already know about FRPAA and the NIH policy, this is a great overview.
